It's up to US! How much longer will we allow bush "jeffrey dahmer" and his gang to roam free and honored, when in fact they committed treason by attacking US, and are traitors?
These people are no different than any serial killer, except that some US citizens still refuse to recognize their crimes, still refuse to send them to prison for life. It will be disgraceful if some foreign group, such as The Hague, has to convict them, because US citizens as a group won't.
